Description

Directly supports the JPL Desktop and Institutional Computing Environment (DICE) Program Manager leading and managing the DICE program. Oversees operational, business, contract, subcontract, quality, security, safety, administrative, and human resources management. Responsible to the JPL DICE Program Manager for meeting or exceeding contract SLA’s, goals and objectives. Manages and maintains the Integrated Master Plan and Integrated Master Schedule. Provides general direction to service managers and reviews and monitors their performance to ensure complete customer satisfaction. Provides specific direction to the PMO staff as necessary to execute the mission. Interfaces with cognizant JPL OCIO personnel and JPL stake holders to report status and resolve issues within the assigned area of responsibility. Identifies, tracks and mitigates risk within scope of responsibility in concert with the DICE Risk Management Plan. Ensures subordinates complete JPL DICE and LM Compliance training. Acts as the PM in case of the Program Manager’s absence. Ensures all ITIL process owners are responsible for defining and establishing the process within the program organization and ensuring its effectiveness through regular surveillance and process review and improvement.


Qualifications:

Promotes and oversees LM’s relationship with JPL and external entities (e.g., vendors, subcontractors, local community)
Ensures that all IT infrastructure and associated service operates according to ITIL standards, compliant with Contract Service Level Agreements (SLAs) and metric goals.
Oversees the delivery of Contract defined services.
Selects, Trains, supervises and evaluates Program staff managers within the organization.
Facilitates correction of any problems/failures when Key Performance Indicators, contract Metrics and/or Customer Satisfaction fails to meet goals/expectations.
Coordinates and manages Contract reporting and data analysis needs/requirements, ensuring all deliverables are provided in a timely and accurate manner.
Coordinates and manages LM required reporting needs and data analysis, ensuring that the gathering, processing, distribution and use of pertinent information required by management to make decisions occur in a timely, accurate and cost-effective manner.
Develops and implements appropriate training across a diverse work force with multiple technical/operational specialties
Assists and oversees IT service delivery initiatives that support end-users in the productive use of computer hardware and software and Unified Messaging.
Oversees the alignment of IT services and infrastructure with industry best practices.
Ensures IT services and associated infrastructure meets JPL customer defined strategy/objective.
